Once out in the open, Bauer quickly becomes the most wanted man alive while CTU commander Bill Buchanan and key operatives react to a series of escalating tragedies. Meanwhile, a shaky President Logan is forced to balance the national security emergencies with the signing of a significant arms treaty he believes will be his legacy.
